Article I. The Covenant


Section 1.01 Purpose

(a) This Covenant details the systems and proceedings within the –DB- . It serves to guide the members in knowledge of our basic structure and show them the way to our policies and procedures.

Section 1.02 Amending the Covenant

(a) The Sith Emperor can freely amend the Covenant, except for Articles II, III, VIII, and this section.

(b) The Arbiter can amend Article VII with approval by either the Sith Emperor and/or three-fourths of the Sith Council.

(c) In the event of the Sith Emperor’s absence, the Sith Council can amend the Covenant without the Sith Emperor’s approval by a three-fourths vote, except for
Articles II, III, VIII and this section.

(d) Articles II, III, VIII and this section may only be amended by a three-fourths vote of the Sith Council.

(e) All amendments made to the Covenant must be documented and announced to the membership.

Section 1.03 Interpretation of the Covenant

(a) The Sith Council and Sith Court is the interpreter of the Covenant. In matters of review, they will convene in special session consisting of all Sith Councilmember, Sith Emperor, and the Arbiter to offer the final interpretation and set precedents.

Section 1.04 Decrees

(a) This Covenant provides a basic outline for all structures within the –DB-. The details of the daily process for running the –DB- within those structures are contained within the –DB- Decree System.

(b) Any form of decrees issued by the Sith Emperor, Sith Councilmember(s), or Arbiter will be effective for a 48-hours period. In that time frame, the said decree will be reviewed by the Sith Emperor, Sith Court, or Sith Council. If the decree is found to be unjust, the decree will be rescind by either the Sith Emperor, Sith Council or Sith Court.

(c) In the event of the Arbiter issuing a decree, he/she will step aside and allow the Sith Emperor become the acting Arbiter to be the judge of the Sith Court for the said case.

(d) In the event of the Sith Councilmember issuing a decree, he/she will not retain any voting rights in the Sith Council.


Article II. The Sith Emperor


Section 2.01 Authority of the Emperor Throne

(a) The Sith Emperor holds the highest authority in the -DB-, as granted to him by the Dark Side of the Force and through this Covenant.

(b) Authority not clearly delineated or reserved by this Covenant is reserved for the Sith Emperor.

Section 2.02 Appointment of the Sith Emperor

(a) The Sith Council is charged with verifying the adequacy of candidates(Sith Councilmember(s)) for the position of Sith Emperor.

(b) The Sith Emperor position can only be challenged every two weeks.

(c) Upon being challenged or leaving his/her position, the Sith Emperor can nominate a potential Sith councilmember to succeed him/her as the Sith Emperor. The Sith Council will then vote to ratify the named potential Sith Councilmember by simple majority.

(d) The Sith Council consists of the current Sith Emperor and the Sith Councilmembers.

(e) If the Sith Council does not ratify the named successor, the Arbiter will hold an election. If the Arbiter is candidate for the position, the most senior member of the Sith Council by rank and then time served on the Sith Council will hold the election.

(f) The Arbiter will accept nominations from any member of the Sith Council. All nominations must be accepted by the Arbiter and seconded by a Sith Councilmember. A member can nominate themselves for the Sith Emperor’s position.

(g) A member abstaining from a vote is dropped from the Sith Council for the remainder of the task at hand.

(h) The Sith Council will vote to name the next potential Sith Emperor. A majority of votes must be obtained to become Sith Emperor. If no member gains a majority, the candidate with the lowest vote count will be removed and a vote will be held on the remaining candidates. This will be repeated until a majority is gained by a candidate. Once a candidate is found, a duel will ensue between the active Sith Emperor and the candidate at a time and place dedicated by the Sith Council. If the Sith Emperor is defeated, the candidate will become the new Sith Emperor. If the candidate is defeated then the active Sith Emperor remains as he/she is.

(i) The –DB- must approve of the new Sith Emperor. This approval will be assumed unless the –DB- majority vetoes within 48 hours of the election. After a veto, another election will be held without the formerly approved candidate.

(j) The Sith Council may, with a unanimous vote, overturn a –DB- majority veto.

Section 2.03 Indictment of the Sith Emperor

(a) There is a four-step process for removing a Sith Emperor. These steps in order are The Charge, the Vote of Remand, the Trial of Peers, and the Vote of Condemnation. Removal of the Sith Emperor through the Sith Council must follow all four steps in order.

(b) The Sith Emperor has no voting rights in the Sith Council with regards to his own indictment.

(c) The Sith Emperor can defend his/her position within the parameters set by Article V, Section 5.03

(d) A charge may be brought by any member of the –DB- to the Arbiter. The Arbiter will determine if the claim is actionable under –DB- laws. An actionable claim is one that may be brought as a valid claim against any other member of the –DB-. A member may appeal to the Sith Council on the Arbiter ruling on whether the charge is actionable. The Sith Council may overturn the Arbiter ruling on the charge’s actionability by a majority vote and send the case to the Sith Court. Members that bring charges which are unactionable may be prosecuted by the Sith Court per the Arbiter’s discretion.

(e) The Arbiter will investigate all actionable claims that are brought before him. The Arbiter must give the Sith Emperor notice of the investigation. Failure to do so will result in a mistrial. The Arbiter must send all actionable charges to the Sith Council for the Vote of Remand.

(f) In a Vote of Remand, the Sith Council must decide on whether the charge warrants a trial. If a majority of the Sith Council votes yes, the Sith Emperor will be sent to the Sith Court for a Trial of Peers. If the claim is determined to be unworthy of a trial due to the charge being frivolous or with uncertain motives, the Sith Council may, by a majority vote, send the submitting member to the Sith Court.

(g) In a Trial of Peers, the Arbiter will sit as judge over a jury of twelve randomly selected Sith Lords, Sith Oppressors, Sith Templars, Sith Enforcers, or Sith Knights to determine the guilt or innocence of the Sith Emperor. Chosen members must be currently in the –DB- or in good standing with –DB-. The burden on the Jury will be a three-fourths conviction beyond a reasonable doubt.

(h) Members of the Sith Council may not be chosen as jury members for the Trial of Peers.

(i) Three days will be provided for discovery within the trial. Any evidence to be used by either party in their argument must be exchanged. Following discovery, the parties will have two days for the development of their case, at the end of which, arguments will be sent to the Arbiter, Jury and opposing party. The parties will each then have two days to develop a response to the opposing party’s arguments and send that to the Arbiter, Jury and opposing party.

(j) The Sith Emperor is afforded the same right to appeal his case as given to all members as described below, however, his access will be removed and the most senior Sith Councilmember will be acting Sith Emperor during this time.

(k) If the Sith Emperor is found guilty after all appeals have been exhausted an immediate Vote of Condemnation must be initiated by the Sith Council. The Vote of Condemnation is used to distinguish between charges that should result in the removal of the Sith Emperor and those that simply deserve standard punishments. A three-fourths majority vote of Sith Council is needed to condemn and remove the Sith Emperor from his throne.

(l) Upon removal, the Arbiter will initiate the process of succession as described in this article.

(m) A Sith Emperor who has been so removed shall not have the ability to nominate a potential successor for ratification.


Article III.A The Arbiter



Section 3.01 Authority of the Arbiter


(a) The Arbiter is the Chief Judge of the Sith Court, and convenes the court as necessary. The Arbiter is second to no one with authority in the execution of Justice.

Section 3.02 Appointment of the Arbiter

(a) The Sith Emperor shall nominate a member to the vacant position of Arbiter.

(b) The Sith Council must confirm the nomination with a three-fourths vote.

Section 3.03 Indictment of the Arbiter


(a) The Sith Emperor may move for the Arbiter’s removal. The Arbiter will then be removed if the motion is approved by two-thirds of the Sith Council.

(b) The Arbiter may otherwise be removed by a three-fourths vote of the Sith Council.

(c) The Arbiter can defend his/her position within the parameters set by Article V, Section 5.03

(d) If, for any reason, charges are being brought against the Arbiter, the Sith Emperor will appoint an acting Arbiter from the Sith Council for handling that one case only.


Article III.B The Sith Councilmembers


Section 3.01 Authority of the Sith Councilmembers

(a) The Sith Councilmembers derives their authority from the Sith Emperor.

(b) Sith Councilmembers have the authority to speak on the behalf of the –DB- and control the resources of –DB- with the approval of the Sith Emperor.

Section 3.02 Appointment of the Sith Councilmembers

(a) The eleven seats of Sith Councilmember seats must be filled at all times, this is only enforced when there are sufficient members within the Brotherhood.

(b) The Sith Council or Sith Emperor will appoint a worthy Sith Lord to a vacant seat of Sith Council.

(c) Only eleven Sith Councilmembers can exist at any given time

Section 3.03 Indictment of the Sith Councilmembers

(a) The Sith Emperor or a Sith Councilmember may move for the said Sith Councilmember removal. The said Sith Councilmember will then be removed if the motion is approved by two-thirds of the Sith Council.

(b) The said Sith Councilmember may otherwise be removed by a three-fourths vote of the Sith Council.

(c) The said Sith Councilmember has no voting rights in the Sith Council with regards to his/her own indictment.

(d) The Sith Councilmember can defend his/her position within the parameters set by Article V, Section 5.03

(e) If, for any reason, charges are being brought against the said Sith Councilmember, the Sith Emperor will appoint an acting Sith Councilmember from the pool of Sith Lords for handling the removal of the said Sith Councilmember.


Article III.C The Sith Headmaster


Section 3.01 Authority of the Sith Headmaster

(a) The Sith Headmaster derives their authority from the Sith Emperor.

(b) Sith Headmaster has the authority to speak on the behalf of the Academy and control the resources of Academy with the approval of the Sith Emperor.

Section 3.02 Appointment of the Sith Headmaster

(a) The Sith Emperor shall nominate a member of Sith Lords or higher to the vacant position of Sith Headmaster.

(b) The Sith Council must confirm the nomination with a three-fourths vote

Section 3.03 Indictment of the Sith Headmaster

(a) The Sith Emperor or a Sith Councilmember may move for the Sith Headmaster removal. The Sith Headmaster will then be removed if the motion is approved by two-thirds of the Sith Council and Article V, Section 5.03 is carried out.

(b) The Sith Headmaster may otherwise be removed by a three-fourths vote of the Dark Council and Article V, Section 5.03 is carried out.

(c) The Sith Headmaster can defend his/her position within the parameters set by Article V, Section 5.03.

(d) If, for any reason, charges are being brought against the Sith Headmaster, the Sith Emperor will appoint an acting Sith Headmaster from the pool of Sith Lords for handling the affairs of the Academy.


Article IV. Structure of the –DB-


Section 4.01 The Sith Council

(a) The Sith Emperor has created a Sith Council to assist in the administration and ruling of the –DB-. The Council derives its powers from the Sith Emperor.

(b) The Sith Emperor and the Sith Council have the authority to make policy and procedure decrees within the limits of their positions.

(c) The Sith Emperor and the Sith Council have administrative authority over the members of the –DB-. Upon advice from and coordination with the Dark Jedi Masters, the Council can administer changes.

(d) The Sith Emperor and the Sith Council have solemn charge to maintain justice and equality within the –DB-.

Section 4.02 The Brotherhood Academy

(a) The Sith Council maintains the Academy under the administration of the Headmaster.

(b) The Academy serves as the training grounds for all Dark Jedi Younglings and Dark Jedi Padawans, preparing them for apprenticeship. It further serves as a source of continued learning for all regular members.

Section 4.03 The Sith Court

(a) Refer to Article VII, Section 7.01

Section 4.04 The –DB- Temple

(a) The –DB- has created a –DB- Temple commenced by the first Sith Emperor Clevland.

(b) The –DB- Temple is under the administration of the current Sith Emperor

(c) The Temple serves as the meeting area for the members.

(d) The Sith Emperor retains the right to administer justice independently from the Arbiter strictly in –DB- Temple related matters. Appeals can be made under the Appeals Panel as stated in this article.

Article V. The Art of the Warring


Section 5.01 General Principle

(a) The Art of Warring governs the warfare among the members of the –DB- and with other foreign entities. It applies to all –DB- members and structures.

(b) The two types of Warring are Foreign Wars and Sith Feuds.

(c) Unless otherwise specified by a specific Warring's rules, non-members may not participate in the Arts of Warring.

(d) Wars between members of –DB- must have the consent of the Sith Emperor.

Section 5.02 Wars between Guilds, Alliances, and Orders

(a) The Sith Council has the authority to declare war on foreign entities.

(b) The Sith Council must approve the Declaration of War by 2/3 vote.

(c) All members are expected to support any wars. Act of treasons will be persecuted with the swiftest measure by the Arbiter.

(d) In times of wars, the Sith Emperor has the authority to do whatever is necessary to ensure the security of –DB- and its members. This authority supersedes all branches of –DB- within the limits of the Covenant.

Section 5.03 Art of Scared Duel

(a) A rank challenged by a Sith creates a Scared Duel.

(b) The challenger can only challenge one rank above him/her and cannot challenge the following ranks, the Arbiter and Sith Headmaster

(c) The Sith Council must approve the challenger’s challenge to the said rank by 2/3 vote.

(d) The Sith Emperor is therein responsible of sending notification to all members of the said rank and allows the members 24 hours to elect its Defender. If the members are deadlocked of who will be the Defender, the Sith Emperor will appoint one by force.

(e) Once a Defender of the rank is chosen, the Sith Council will dedicate a time and place for the duel to take place to be under the observation of the Sith Council.

(f) No known exploits or any form of cheating will be allowed in the sacred duel. If an exploit or form of cheating happens, the said Sith will be disqualified. If the Defender of the rank is disqualified then he/she loses that position and the challenger will occupy the vacant spot. If the challenger is disqualified then he/she loses the duel by default and will be sent to the Sith Court.


Article VI. Honors of the -DB-


Section 6.01 Ranks

(a) The –DB- is formed on a system of ranks. These signify the relative experience of the members.

(b) Sith Emperor is the highest rank and is reserved only for those who have served as Sith Councilmembers.

(c) The remaining ranks are split into nine classes: Sith Councilmembers, Sith Lords, Sith Oppressor, Sith Enforcers, Sith Knights, Sith Padawans, and Sith Younglings.

(d) Any ranks above Sith Apprentice can be challenged by a scared duel. Refer to Article V, Section 5.03.

Section 6.02 Awards

(a) The –DB- distributes awards to Sith deserving of recognition for various services.

(b) Members are given attires to display their rank.


Article VII. Justice


Section 7.01 The Sith Court:

(a) The Arbiter appoints to the Sith Court members as he sees fit to assist in the work of the court. The Right Hand of Justice, serving as prosecutor, and The Left Hand of Justice, serving as defense counsel, will be appointed by the Arbiter for non-consecutive, month terms.

(b) The Sith Court convenes to determine the guilt or innocence and appropriate punishment of a member accused of misconduct by his superiors.

(c) Any member may issue a complaint to the Arbiter requesting an investigation. All investigations will be conducted by the Sith Court unless otherwise decreed by the Sith Emperor or Arbiter.

(d) The Sith Court is dependent on the timely administration of all aspects of every case. The Arbiter must be available on a regular basis. Provisions for his absence must provide for alternative methods of contact and the use of the Hands of Justice to administrate the Court. The Arbiter must be aware of his important role in the –DB- and should resign if time constraints keep the court on a constant delay.

Section 7.02 Process of Adjudication

(a) After receiving a complaint, the SithCourt investigates the merit of the accusation and informs the Sith Emperor of the commencement of an investigation.

(b) If there is sufficient merit, the Right Hand of Justice has the task of completing the charge sheet against the accused. The Arbiter and the party bringing the case before the Sith Council must approve the charges levied against the accused prior to sending them to the Jury.

(c) The Sith Court must issue a summary of charges to the accused, and offers the accused the opportunity to enter a plea of innocence or guilt. If they plead innocent, the Sith Court initiates a Trial by Tribunal or a Trial by Jury, unless the accused shall waive that right and moves to Trial by Arbiter. If they plead guilty, the Arbiter imposes a sentence.

(d) For all charges for which the penalty is less than three demotion or other forms of punishment, the Sith Court convenes to weigh evidence and determine guilt or innocence.

(e) For all charges for which the penalty is a three or greater demotion or expulsion, the Sith Council convenes to weigh evidence and determine guilt or innocence.

(f) The Arbiter shall impose sentences for the Sith Council with the advice of the Hands of Justice.

(g) No offense in the past will have any bearing on the guilt or innocence of a member in any subsequent case. However, the Arbiter, in determining the punishment for a guilty member, may consider the prior record of the accused to include convictions. No acquittal shall be used in the consideration of punishment for current offenses.

(h) If the member is acquitted of all charges, the accused member may not be retried for the offence that was acquitted, even upon the revelation of new evidence, unless the verdict was delivered through a miscarriage or defamation of the judicial process as determined by the Appeals Panel. This does not apply to admissions of guilt. Any member that admits guilt post-trial may be re-tried and sentenced per that admission.

(i) The Sith Court shall keep records on the members for use in cases of repeat offenses.

Section 7.03 Juries

(a) The Jury consists of one member of the Sith Council and two other random Sith Lords, Sith Oppressors, Sith Templar, Sith Enforcer, and Sith Knights, two alternates will be selected in case a juror recuses himself or is absent without leave.

(b) No Member may sit on a Jury deciding his own case.

(c) Jury members should recuse themselves from the trial if they feel they cannot judge the action impartially

(d) The burden of the Jury will be to reach an unanimous decision on the innocence or guilt beyond a reasonable doubt of the accused on each charge presented

(e) The accused may waive his right to review by the Jury, choosing deliberation by the Judge instead.

(f) The Jury will vote on the guilt or innocence of the member only. The punishment is determined by the Arbiter as based on the laws of the –DB- and previous precedent. However, in cases where expulsion is a possibility, the Arbiter will convene a new Jury (consisting of the same make-up of 3 members) to vote on whether the charges warrant expulsion. A 2/3 vote will result in expulsion.

(g) All Juries must give logs and emails of all deliberations on the decision to the Arbiter for archiving

Section 7.04 Appeals Panel

(a) An Appeals Panel will exist to examine all issues brought by appellants. The Panel consists of three Sith Councilmember selected from Sith Council. The Arbiter will have a brief application and investigation period to obtain Sith Councilmembers who wish to participate and will be positive additions to the Panel. After the selections are made, the three Panel members will serve for one months, after which time another trio will be selected

(b) If the defendant or prosecution feels that an error has been made, he can write an appeal and present it to the Arbiter, who will in turn bring it before the Appeals Panel. Appeals cannot be trivial in nature, and must specifically point to the error(s) made. The appellant must find either a Covenant issue or judicial process error.

(c) If a defendant or the Left Hand of Justice (acting as defense counsel) finds fault with a procedural or Covenant issue while the trial is on-going, they may either bring that issue to the immediate attention of the Appeals Panel, who will expedite a ruling on that single issue, or (if that is not possible) they may make note of the issue during the case so it will automatically be brought before the Appeals Panel post-decision.

(d) Once an appeal is accepted, the Panel will examine the case and debate the points brought by the appellant. The Panel will only examine the written appeal to make its decision taking into account the deliberation logs and emails, the original case statements and any other document relating to the case. The Panel must reach a unanimous decision to overturn the original court’s decision, any stalemate or lack of unanimous vote will cause the decision to stand.

(e) If the panel finds in favor of the appellant, a new jury is assembled and the case is re-tried, being sure to instruct the new jury of the appealed issues to ensure they are not repeated. If the defendant is found guilty in the second trial, he/she does not have a right to an appeal; they are immediately put before the Arbiter for sentencing.

Section 7.05 Specific Articles of Conduct and Reprimand

(a) These articles of conduct and reprimand do not limit the authority of the Arbiter, Sith Emperor, and the Sith Councilmember. Covenant Amendments, Judicial Decrees and Sovereign Amendments may be used to create new articles.

(b) Discrimination: Members of the –DB- should hold all others in equal regard regardless of gender, race, creed, nationality, or sexual orientation (heterosexual/homosexual/lesbian/bi/transgender). When considering individuals for promotion, public praise and acknowledgement; merits will be judged equally regardless of before mentioned gender, race, creed, sexual orientating. In addition, no member shall be excluded from a position, rank, or praise/acknowledgement because of gender, race, creed, or sexual orientation.

(c) Sexual Harassment: No member of the –DB- shall offer sexual liaisons and encounters as merit for elevation, award, citation, or other honor, nor shall a member of the –DB- reward elevation, award, citation, or other honor as compensation for sexual liaisons or encounters. This shall be defined as Sexual Harassment.

(d) Crude Behavior: It is expected that members maintain an amount of control over themselves in all proper –DB- communication. There are certain things that should not be said in a public channel, as the larger the –DB- grows, the more likely it is that someone will take offence to something. Members must think before they type and keep derogatory and crude remarks out of official channels. This is to be understood as including but not limited to the excessive use of swear words, provocative speech, insults towards an individuals political opinions, insults towards nationality, and other disrespectful comments.

(e) Dereliction of Duty: Upon accepting the appointment to a position, a member of the –DB- accepts all aspects of responsibility associated with said position. The duties of the lowest member are just as important as the highest, and therefore, must be fulfilled willfully and with the highest regard to the Common Good, that is to say that Sith Emperor and Sith Councilmembers shall work towards the betterment of the whole. Members who are unable to fulfill the duties assigned to them, after proper communication of the dereliction from their superior, shall be relieved of their duties.

(f) Abuse of Power: The Arbiter, Sith Emperor, and Sith Councilmember of –DB- are expected to maintain high levels of integrity while using the powers that have been granted to them by their position. As such, Arbiter, Sith Emperor, and Sith Councilmembers of –DB- shall not use their position to unfairly elevate or award a member, or use their influence to promote an individual above others. It is also unacceptable for the Arbiter, Sith Emperor, and Sith Councilmembers of –DB-to accept a gift of any sort in return for any reward granted to a member of –DB-. The Arbiter, Sith Emperor, and Sith Councilmember are expected to act as role models.

(g) Verbal Abuse: Members of the –DB- are expected to remain civil with each other. Verbal abuse can take the form of swearing, non Star Wars related insults (both in words and phrases), implied negative meanings or "put downs" of any form. Members who are found to consistently verbally abuse other members will be punished according to the severity of what they have said.

(h) Disreputable Behavior: No member shall willfully partake in any action that brings disrepute onto the –DB-, as a whole, Order, or individual member. They are expected to act in the organization's best interest. Sith found to be causing harm to the organization's image shall be punished based on their actions. This category includes many actions taken by members outside the –DB- activities that reflect on the organization, such as treason, acts to sabotage, or stealing of property of –DB- members or other organizations.

(i) Cheating: Members, who willfully and knowingly exploit, abuse, or otherwise tamper with official game play or official activity in the form of competitions, tests, or other activities will be punished.

(j) Plagiarism: Any member of the –DB- who copies another person’s fiction, artwork, or creative idea without giving credit to the source is guilty of plagiarism. The –DB- will not tolerate the stealing of intellectual property from other members of the –DB- or online Community.

Section 7.06 Penalties

(a) Penalties may only be administered within the processes outlined in this Covenant.

(b) The Arbiter and Sith Emperor has the authority to issue public and private Official Letters of Reprimand.

(c) The Arbiter and Sith Emperor has the authority to impose upon the members a specific period of probation. During a probationary period, the member can not receive promotion, appointment to position, or any citation or honor of merit without the explicit permission of the Arbiter or Sith Emperor.

(d) The Arbiter, Sith Emperor, and Sith Councilmembers has the authority to rescind access to all official communications media within the –DB-.

(e) The Arbiter and Sith Emperor has the authority to revoke recognitions and citations awarded to the member in whole or in part.

(f) The Sith Emperor and Sith Council has the authority to impose any demotion of rank.

(g) The Sith Emperor, Arbiter and Sith Council(2/3 majority) has the authority to impose expulsion from the –DB-.

Section 7.07 Order of Advanced Incarceration

(a) The Sith Emperor, Arbiter, and Sith Council(2/3 majority) is entitled to special executive powers in times of crisis, when the security of the –DB- is at risk, or when a member has become an immediate threat to themselves or other members. The Sith Emperor, Arbiter, or Sith Council(2/3 majority) may enact an Order of Advanced Incarceration pending the trial of the accused which allows him to suspend the accused from all positions within the –DB-, ban the accused from all –DB- activities or other related communications media (such as –DB- forum), or enact other forms of control not listed here to ensure the security of the –DB-.

(b) Because an Order of Advanced Incarceration can immediately assign assumed guilt to the member, it should be used with caution and as a last resort.

(c) Upon such an order, the Appeals Panel must immediately convene and determine the order’s necessity. Should the panel deem such an order inappropriate by a unanimous vote, they may override the Sith Emperor, Arbiter, or Sith Council and nullify the order. Otherwise, the order will stand until the end of the trial or until the threat has passed as determined by the Sith Emperor, Arbiter, or Sith Council.

(d) In cases of otherwise unavoidable, immediate grave danger; any Sith Councilmember may impose such measures for a non-extendable period of a maximum of 24 hours. He must immediately inform the Sith Emperor, Arbiter, and Sith Councilof this action and will be held accountable by the Sith Court for any abuse of this power.

Section 7.08 The Brotherhood Academy

(a) The Headmaster retains the right to administer justice independently from the Arbiter strictly in Brotherhood Academy related matters. Appeals can be made under the Appeals Panel as stated in this article.


Article VIII. The Members



Section 8.01 Rights of the Members

(a) All members regardless of rank or position shall be held accountable under the same standards of conduct. All indictments, trials and subsequent punishments will make no distinction between members based on rank, position or tenure within –DB-, except in such cases that the Covenant has special provisions outlined for certain ranks, positions or tenures.

(b) Any member may approach his superiors with issues and complaints he is currently facing without harm.

(c) Complaints can always be sent to the direct superior of the member. If the complaint involves that superior, the complaint should follow the chain of command.

(d) Any member regardless of position, rank, class, or tenure within –DB- has the power to recommend another for elevation, recognitions, or other honors. All recommendations must be made to the proper authority, but will not be considered as would a request by one appointed the power to make a request for the specific honor.

Section 8.02 Rights of the Accused

(a) Members accused of a violation of these articles shall be presumed innocent until proven guilty, and no right granted by this Covenant may be revoked without due process.

(b) Members shall not be compelled to offer incriminating evidence against them.

(c) The accused member shall have the help of a member of the Brotherhood to assist them in the preparation of their defense.[i]
